Head Start Act
Since 1965, Head Start has provided comprehensive early childhood services to children from birth to age five from families with income below the poverty line. These services are intended to prepare children to enter kindergarten and to improve the conditions necessary for their success in school and life. Head Start today provides these services to nearly one million children across the United States.
As with all programs of the federal government, Head Start owes it existence to a public law passed by the Congress and signed by the president. The Head Start Act, as it commonly referred to, authorizes the appropriation of funds at specific levels and the methodology for allocating funds to the various functions of the program. The Act outlines the intent of the Congress for the program, the types of services provided, the population served, reporting and evaluation requirements, and administrative requirements. Congress reauthorizes the Act every four years.
